After joining as Trig. Computer trainee in 1955 was engaged on
Computations, stood first in open competition and joined as Geodetic Computer and was
associated as one of the Astronomical Observers in International Geophysical years
(1957-59) for Latitude Variation and polar Motion studies (1956-59) as part of
International Programme. Was selected through Union Public Service Commission (UPSC)
(topped in UPSC 1958 exam) Open competition, was trained in Survey Engineering Basic
Course for 2 years including Land Survey, Photogrammetric Surveys, Cadastral Surveys,
Engineering Project Surveys. Astronomy Geodetic Surveys etc. and stood first in the course
(1959-61) Worked in Nepal under Colombo Plan (1962-66) Planned, supervised executed a lot
of thematic topographical survey jobs and worked as technical officer with Director of the
Regional Circle assisting him in planning, execution and monitoring of survey job
including Training, scrutiny of fair drawing sheets (1963-70) Worked as Land Surveyor
Cadastral Professional officer under SCAAP at village level Gross Root Development on
cadastral survey jobs in Lilongwe Land Development project (World Bank Aided) and was
awarded commendation certificate from the Govt. Of Malawi (1970-72) Worked as
superintending surveyor in Technical /Executive capacity and completed :- Planning,
execution and drafting of a variety of engineering projects, Cadastral projects and
Departmental Survey jobs including evolving of Systems on 4th Generation
Computers, training and Cartographic work involved (1973-80): completed surveys for
Irrigation projects both Micro and Macro Level, Surveys in Command Area and the fair
drawing with very high out-turns (1981-82): organised training of computers and made a
study of old adjustments and conducted a work shop. Was detailed to Deliver lectures at
IIT Kanpur in Surveying and organised their field camp as well (1982-83). Attended one year post Graduate level advanced course in Geodesy at Survey Training Institute, Hyderabad and stood first with 82% marks. Selected and attended Post Graduate level course in Computer applications in Imperial College of Science and Technology at London (UK) through British Council under Colombo Plan (1984) Promoted as Dy. Director Research & Development and nominated to work as Co-ordinator, Survey of India Computerisation Project for setting up of digital mapping centre-high technology transfer project and also worked on establishment of Modern Cartographic Centre (UNDP aided project) jobs involving liaison at National and International level and participated at International level meets. This Project was a trend setter in the country and the technology was transferred to private sector and many facets of the project are being replicated. Assisted in the finalisation of various activities including training (1987-89). As Director, Digital Mapping Centre from Feb. 1990 operationalised the system and started the production after resource generation, finalisation of SOPs menu generation and set up production facilities. Worked as National Project Director for Modern Cartographic centre and Digital Mapping Centre, and achieved the desired goals set for the project (1992-93) which were highly appreciated at National level by P.M. During this period developed Digital Mapping and GIS applications and completed a National Level digitisation project bringing Digital Technology to gross root level. One assignment already completed in Uganda, as UN Consultant. Working as Sr. Vice President (Digital mapping and GIS) Ridings Consulting Engrs. U.K. for International Business Development. From May 1995 to May 1997 was born on the strength of VOIST ALPINE INDUSTRIALAGANABAU - AUSTRIA and worked as Advisor GIS & Systems with VAI INDIA PVT. LTD. at Delhi, helping them in setting up a large design facility and worked on GOMTI River Pollution Control Project for social upliftment at Gross Root Level in Lucknow Town for ODA (UK)
After a very brilliant (throughout first class) academic carrier, have 38.5 years of experience in various branches of surveying, during this period I have completed a Variety of survey jobs pertaining to rural Development in the field of Geodesy, Survey & mapping projects, digital cartography, analytical photogrammerty, R.S., GIS and am conversant with the use of modern techniques. These jobs enabled me to get a first hand knowledge of rural problems during my intensive touring of the country side. Having worked in Malawi as a land Surveyor-Cadastral for over 2 years I am conversant with African Survey Land Act and Regulations etc. and fully conversant with Indian Cadastral mapping procedures. Was involved in extensive Cadastral mapping and even worked as local Commissioner in a Cadastral Land dispute between Himachal Pradesh and Haryana. Had an opportunity to teach at IIT, Kanpur and Imperial college of science & Technology, London and won their appreciation. Also organised 1 ½ year GIS Training for 8 army officers to help them establish optimal solutions and dynamic monitoring of movements. Having been involved from inception in the computer aided Digital Mapping Integrated Projects including one with UN Assistance, I am fully conversant with modern digital mapping techniques and have considerable experience at International level for establishment of integrated Computer Assisted Mapping Systems including their planning, site development, manpower development and training, i.e. designing of various courses, etc. For the last 10 years have real time experience of establishment of Digital Mapping System and associated with GIS Application Development activities for different theme specific applications and have been assisting various organisations for their Application Development in my capacity as Deputy Director, Research & Development and Co-ordinator, SOI computerisation Project (1984-89) , Director Digital Mapping Centre ( 1990-1993) and National Project Director, Modern Cartographic Centre and Digital Mapping Centre (Jan. 1992- Feb. 1994) till my retirement. Working as Sr. Vice President Ridings Consulting Engineers (U.K.) since March 1994, Advisor VAI INDIA PVT. LTD. GIS & Systems from May 1995 to May 1997. At Present I am working as Managing Director RIDINGS CONSULTING ENGINEERS and engaged in many GIS applications providing answers to site selection for development, where to do a micro Level project and what is the most optimal way of doing it at Gross Root level and using the modern technology to provide tools to Sr. Administrators for dynamic monitoring of activities at Micro Level.
1957-59 Participated in International Geophysical Years as one of the observers and worked on a variety of Astronomical Instruments. 1961-62 Participated under Colombo Plan for Survey of Nepal-Phtogtammetric Control Assignment. 1970-72 Participated in a World Bank Aided Project under SCAAP 1984 Attended a special Post Graduate level
course at Imperial college at Science & Technology under 1984-86 Worked as Co-ordinator SOI Computerisation Project. Organised
International Vendors meet in 1986 Assisted in formulation of the
Technical specifications of Modern Cartographic Centre, in record 1992 Went on a 4 week study tour to UK, Ireland, USA & Canada as National Project Director. 1993 Selected to work as UN Consultant for in depth-evaluation in Uganda. 1994-to date Working as Sr. Vice President (GIS & Digital Mapping) with Riding Consulting Engineers, UK since 23rd March, 1994 after retirement on 28th February, 1994 till date. 1995-to1997 Worked as Advisor GIS & Systems to VAI INDIA PVT. LTD. a Rs.2,000 crore turnover group and assisted the company in procurement, establishment and commissioning of an excellent facility. Was engaged on many International Projects at Gross Root during this period. MAJOR ACHIEVEMENTS Having done pioneering work in the field of digital cartography establishing 3 large systems valued about 25 crores at Dehradun and Hyderabad. Have developed GIS application and prepared large scale Digital Data bases for towns and country as whole in a seamless Data Base form to plan , Develop in an optimal manner and monitor in a dynamic form. Have many publications at National and International level and I am fully conversant with Digitisation procedures, quality control, GIS application development and have completed quite a number of projects in last 10 years both in Public and Private Sectors.

NOTE ON GOOD GOVERNANCE AND DEVELOPMENT MANAGMENT Good Governance and Development Management has assumed a Key role for Government of India consequent to its decision to Decentralise the planning activity and recent constitutional amendments, giving powers to local Panchayats and Municipalities for taking responsibility for planning and execution of micro level local projects. Having recognised the serious gap in Social and Basic Services pertaining to safe drinking water, Primary health, Primary education, public housing to the shelterless, mid-day meals, connectivity to villages and Public Distribution Scheme for the poor. The special programmes being run at present have not made the desired goals and the government of India in 1992 through Indian Parliament has rightly conferred constitutional status to institutions of Self-Governance i.e. Panchayats at the village level and Municipality in Urban areas Making them responsible for Local Level Development. This has made it imperative to make massive capacity building effort in a most appropriate manner at this tier of Self-Governance in fulfilling its mandate. For Better Guidance and quick response Good- Governance at higher level shall need modern tools for continuos dynamic monitoring of each developmental activity of villages at Panchayat Level as well as at Municipality level. Modern tools through Geographic Management Information Systems are now available which can help at both these levels in the following manner:- At Panchyat level: It is now possible at Micro Level to carry out Surveys of each house, each plot of land, and convert the Data to Digital form and link the same with Socio - Economic attribute data and subsequently do spacial analysis for deciding the most suitable sites and most optimal methods of executing projects at Micro village Level as all alternatives can be studied and analysed. At Higher level the Modern technology has made it possible to dynamically monitor not only all the developmental activities of each village but also of each person within a dwelling unit and get the status instantaneously. I have the necessary expertise in this area and shall be too glad to associate myself with such poverty eradication activities using the modern/state- of- the- art technology to the higher administrators in monitoring activities at each village level. It shall also enable the United Nation to address its over all objectives for the following programmes.
